Monthly Planning Meeting
January 28, 2010
The regular monthly planning meeting for the month of January was called to order at 6:00 p.m. by the Honorable Mayor Dr. Clemontine F. Washington.
Members present: Curtes H. Roberts, Sr., Mayor Pro-Tem; Levern Clancy, Jr., Councilman; Melice H. Hamilton, Councilwoman; and Terrence Doyle, Councilman.
Invocation was given by the Mayor Pro-Tem Curtes H. Roberts, Sr..
Pledge of Allegiance to the United States Flag led by Mayor Washington.
Also present: Terrell L. Chipp, Utility Manager / Fire Chief; Gwendolyn Lowe, Finance Director, Kelli Morningstar, Chief of Police and Lynette G. Cook-Osborne, City Clerk.
Approval of Agenda - Councilman Doyle made the motion to approve the agenda as printed. Councilman Hamilton seconded the motion. This motion was passed unanimously.
Old Business
Keep Liberty Beautiful
Tree Planting - Councilman Hamilton made the motion to open for discussion. There wasn’t any discussion.
Great American Clean Up - Mayor Pro-Tem Roberts the motion to participate with the Great American Cleanup on Saturday, April 10, 2010, the alternate date being April 17th. This motion was seconded by Councilman Doyle. This motion was passed unanimously.
City Welcome Signs Mayor Washington stated that the previous administration had quotes on the signs. This matter will be table until February 8th meeting.
Letters to Citizens Chief Morningstar had 20 letters that were mailed out during the previous administration. The letters related to various violations of the City Ordinance. Chief Morningstar stated that she didn’t receive complaint, her boss instructed her to sign the letters. Some people have completed, other are working on the complaints and some of the individuals were elderly.
Lawn Equipment Utility Manager Chipp presented 10 pages of quotes (attached). Mr. Chipp stated that Andy’s Lawn Care would like to demonstrate his Scag mower. Mayor Washington wanted to know who would be operating the equipment and which area of the city will be cut by Mr. Chipp’s department. Mr. Chipp and his workers doesn’t have job descriptions at this time. Mr. Chipp stated his preference is a zero turn with a canopy top. Mr. Chipp stated that City of Hinesville and City of Richmond Hill uses the similar equipment.
New Business Department Head
Finance Director Mrs. Lowe presented the Council with financial statements and a SPLOST statement from the Liberty County Commissioners. Councilman Doyle stated that the SPLOST is $58,000 short and Liberty County needs to make the correction from the previous year. Mayor Washington stated that the amount of each Certificate of Deposit, the maturity date, the interest rate and where its located will be discuss on Wednesday, February 3, 2010 at 9:00 at the Special Call Meeting.
Utility Manager Mr. Chipp stated that he had the lift station at I-95 to stop working on Saturday. He used his last spare KSB pump. Mr. Chipp called in Kreb’s Construction to change the pumps out. Mr. Chipp needs to order two pumps costing $17,100 from ITT Flygt and the installation will be $5,964 by Kreb’s Construction.
Mr. Chipp stated that Mr. Jason Ausbury has completed his 90 days probation and he is expecting and increase in wages. Mayor Washington stated that we are not in a position to consider any raises at this time.
Police Chief Chief Morningstar would like to request two vehicles. Chief Morningstar stated that Mr. Massey in Florida has two vehicles for $3,500 each with cages in them. Chief Morningstar also stated the stencils set cost $ 417.00 per car.
City Clerk Mrs. Osborne stated that she has 120 licenses already paid and approximately 20 businesses currently delinquent. The newly elected official training has been changed to Tifton for Mayor Pro-Tem Roberts, Councilman Hamilton and Councilman Doyle.
Council Councilman Doyle has a list of goals that were discussed during their travel to Atlanta.
Mayor Washington presented her calendar for the month of January. (attached).
Council Assignment Mayor Washington stated the following assignments:
A. Personnel will be supervised by Mayor Washington.
Police Department will be supervised by Mayor Pro-Tem Roberts.
Utility Department will be supervised by Councilman Doyle.
Street and Roads will be supervised by Councilman Clancy.
Fire Department will be supervised by Councilman Hamilton.
Georgia Cities Week Mayor Washington stated that we could participate in a week of activities and conclude with the Midway Day Festival on April 24th. Councilman Hamilton made the motion that the City of Midway would participate with Georgia Cities Week. Mayor Pro-Tem Roberts seconded the motion. This motion passed unanimously. The property at city hall is under construction so other locations will be considered. Mayor Washington asked for a volunteer to chair Midway Day Festival. No one volunteered, Mayor Washington asked Councilman Clancy, and he accepted.
Personnel Policy - Need to be revised. Council Goals To review and revised all city documents, including the City Charter.
Mayor Washington thanked Councilman Doyle and Ms. Lowe, Mrs. Osborne for assisting with the article in the Coastal Courier on January 29, 2010.
Adjourn Councilman Hamilton made the motion to adjourn the meeting at 8:20 p.m. This motion was seconded by Councilman Doyle.
