Special Call Meeting
May 04, 2010


The Midway City Council held a “Special Call Meeting” on May 04, 2010. The meeting was called to order at 9:01 a.m. by the Honorable Mayor Dr. Clemontine F. Washington.

Members present: Curtes H. Roberts, Sr., Mayor Pro-Tem, Levern Clancy, Jr., Councilman; and Mayor Washington. A quorum was not present. Mayor Washington stated that we could not start until a quorum is established. At 9:03 a.m. Councilman Melice Hamilton entered which made a quorum.

The invocation was given by Mayor Pro-Tem Roberts.

Pledge of Allegiance to the United States Flag was recited by all.

Councilman Terry Doyle arrived at 9:05 a.m. Councilman Clancy made the motion to adopt the agenda as printed. Councilman Doyle seconded the motion. The motion passed unanimously.

Review of Employee Medical Coverage – The review was presented by Mrs. Lowe, Finance Director. She stated that Coventry Health Care of Georgia Insurance requires a minimum of eight employees and/or governing body to open a contract. Mrs. Lowe also received a proposal from Principal Financial Group underwritten by Principal Life Insurance Company. The Insurance discussion started at 9:08 a.m. and ended at 10:00 a.m. Councilman Doyle stated that the council should not pass any decisions between the two insurance proposals before the council and that each council member should submit applicable concerns to Ms. Lowe no later than May 7, 2010 and she will pursue other insurances. Currently Ms. Lowe is waiting to hear from Humana & United Health Care Coverage.

Budget Review –
The budget was reviewed and the specific line items discussed were:

Line 42 - Dues Fees & Subscriptions

Line 55 - Outside Contractors
Line 56 - Seasonal Services
Line 60 - Vehicle Expense Fuel & Repair
Line 63 - Cleaning Services
Line 66 - Office Supplies
Line 72 - Supplies

Utility Equipment –

Utility Manager – Mr. Terrell L. Chipp, Utility Manger, presented quotes for a utility trailer sizes: 6’ X 12’ 6’ X 10’

Mayor Washington suggested that Mr. Chipp request quotes on trailers large enough to carry all the equipment.


Police Equipment –

Chief Morningstar stated she needed three (3) rifles Model AP4 and the cost is $894 each. Mayor Washington asked for discussion. Police Chief stated that she needs a rifle for each car and car # 1 also needs a radio. Chief Morningstar stated a used radio would work. Councilwoman Hamilton made the motion to purchase two rifles for Midway Police Dept. Councilman Doyle seconded the motion. Three votes yes and one no. This motion passed.

Employee Increases –

Council began the discussion on employee salary increases but due to the time constraints of the meeting, Councilman Doyle move to postpone the review of the employee increase and Council will set a date to get together to solely discuss salary. Councilwoman Hamilton seconded the motion. This motion passed unanimously.

Announcements -

Mayor Washington announced the regular monthly meeting will be held May 10, 2010 in this same room.

Adjournment

Councilman Clancy made the motion to adjourn the meeting. Mayor Pro-Tem Roberts seconded the motion. This motion passed unanimously.
