Regular Monthly Meeting

November 08, 2008

The regular monthly meeting for the month of November was called to order at 6:01 p.m. by the Honorable Mayor Don R. Emmons.

Members present: Clemontine F. Washington, Mayor Pro-Tem; Jim H. Woods, Councilman; and Henry O. Stevens, Sr., Councilman.

The Mayor called the meeting to order with the invocation repeated. The Pledge of Allegiance to the United States Flag was recited by everyone.

Approval of Minutes – Mayor Pro-Tem Washington made the motion to approve the minutes dated October 14, 2008 with the noted corrections. This motion was seconded by Councilman Stevens. This motion was passed unanimously.

New Business - Mayor Pro-Tem Washington made the motion to open the public hearing. This motion was seconded by Councilman Stevens. This motion was passed unanimously. Mr. Nils Gustavson of Liberty Consolidated Planning Commission stated that all of the basic requirements had been meet. There aren’t any objections to approving the sale of firearms by Autumn Archery.

Autumn Archery Occupational License - Mayor Pro-Tem Washington made the motion to close the public hearing. This motion was seconded by Councilman Stevens. This motion was passed unanimously. Mayor Pro-Tem Washington move to amend Autumn Archery Occupational license to sell rifles, handguns, and ammunition. This motion was seconded by Councilman Stevens. This motion was passed unanimously.

Red Flag Regulations and the FACT Act – Mayor Emmons stated this is the second reading and this Act is required by the federal and state government.

Liberty Gateway Overlay District – Mayor Emmons stated that this Ordinance will control the Gateway area district and corridor. Mayor Pro-Tem Washington made the motion to accept the Liberty Gateway Overlay District Ordinance. This motion was seconded by Councilman Woods. This motion was passed unanimously.

Budget Approval – Finance Director presented copies of the Proposed 2009 Budget. Councilman Woods made the motion to approved 2009 Budget. This motion was seconded by Councilman Stevens. Mayor Pro-Tem voted nay.

New Business:

Billboards – Mayor Emmons proposed splitting a billboard with Midway Motel paying $250.00 per month.
The City of Midway has approximately $13,000.00 in the
Tourism account.

District Meeting – Attached

Dr. Jackson Dental Office – Dr. Roland Jackson stated what his plans are for his new dental office. Mr. Ted Eby will be the General Contractor for Dr. Jackson renovations. Mayor Pro-Tem made the motion to approve the color of bricks presented and the renovations plans. This motion was seconded by Councilman Woods. This motion was passed unanimously.

LMH Therapy Occupational License – LaShay M. Hamlin came requesting and occupational license to give therapy to children. Mayor Pro-Tem Washington made the motion to approve LMH Therapy Occupational License. This motion was seconded by Councilman Stevens. This motion was passed unanimously.

Mr. Thomas Hicky – The Director of Hinesville Area Arts Council has purchased 134,000 thousand magnets with tourism dollars. Mr. Hicky’s requested a proclamation for the Hinesville Area Arts Council honoring Dec. 1, 2008.

Executive Session - Councilman Stevens made the motion to go into executive session to discuss personnel matters. Councilman Woods seconded the motion. This motion was passed unanimously. Councilman Stevens made the motion to adjourn the executive session. Councilman Woods seconded the motion. This motion was passed unanimously.

The City of Midway will host a Christmas party at Holton, Crab Company, or Captain Joe’s depending on availability. The cost will be $ 25.00 per person.
Door prizes and games will be included.

Councilman Stevens made the motion to adjourn the regular monthly meeting. This motion was seconded by Councilman Woods. This motion was passed unanimously.
