Special Call Meeting
November 12, 2009
The regular monthly meeting for the month of October was called to order at 6:02 p.m. by the Honorable Mayor Don R. Emmons.
Members present: Clemontine F. Washington, Mayor Pro-Tem; Levern Clancy, Jr., Councilman; Henry O. Stevens, Sr., Councilman; and Jim H. Woods, Councilman.
The mayor led the council and audience in reciting the Lord’s Prayer and the Pledge of Allegiance to the United States Flag.
Approval of Minutes-
October 13, 2009 - It was moved by Councilman Clancy and seconded by Councilman Stevens to adopt the minutes with the necessary corrections. This motion passed unanimously.
October 26, 2009 It was moved by Councilman Clancy and seconded by Councilman Woods to adopt the minutes as written.
This motion passed unanimously.
Old Business
Tree Ordinance and Green Space LCPC Mrs. Gabriel Hartege and Mr. Sonny Timmerman presented the power point presentation with the changes that Liberty County Commissioners recently made to the Tree Ordinance and Green Space.
New Business
Dollar General Site Plan Design Review - Mr. Timmerman presented the site plans with everything but the approval from EPD.
Mr. Timmerman stated that the approval should arrive in the near future. Mayor Pro-Tem Washington made the motion to approve the site plans pending EPD approval. Councilman Woods seconded the motion. This motion passed unanimously. The Design Review was approved by the Liberty County Design Board. Councilman Clancy made the motion to approve the Design Review approved designs.
Councilman Stevens seconded the motion. This motion was passed unanimously.
Acceptance of Improvements, Hickory Hill Subdivision Phase I & II - Mr. Timmerman explained the procedure and stated the Liberty Consolidated Planning Commission will hold the bonds for a period of two years from the date of approval. Mayor Pro-Tem Washington made the motion to accept the bonds of Acceptance of Improvements on Hickory Hill Subdivision Phase I & II. Councilman Stevens seconded the motion. This motion passed unanimously.
Stacy Marquez d/b/a Gifts Super Outlet Occupational License
Councilman Woods made the motion to approve the 2009 Occupational License for Gifts Super Outlet a home base business located Arlen Oaks. Mayor Pro-Tem Washington seconded the motion. This motion passed unanimously.
Retirement & Swearing Receptions - Councilman Stevens has 30 years of service, Councilman Woods has 16 years of service and Mayor Emmons has 8 years of service. Mayor Pro-Tem Washington stated that the second week in December would be a good time to have a retirement reception. Mayor Pro-Tem Washington also stated that December 27th at 4:00 p.m. would be a good time for the Swearing Ceremony. Mayor Pro-Tem Washington also suggested the Liberty Elementary School as the location for the event. The City Clerk will check with Liberty Elementary School Principal and Liberty County Board of Education.
Equipment Purchase Councilman Clancy made the motion to purchase the Super Z 3 HP Kawasaki Lawn mower. Councilman Clancy withdrew the motion. Mayor Pro-Tem Washington made the motion to purchase a Hustler Z25HP Kawasaki 60’ x R 7 deck SN# 0901567. This motion died due to a lack of a second. Councilman Clancy made a motion to purchase equipment . This motion died due to a lack of a second.
District Meeting The City Clerk reminded the Mayor and Council that the next district meeting would be on December 8th, in Garden City, Georgia.
Executive Session Councilman Woods made the motion to go into executive session to discuss litigation. Councilman Clancy seconded the motion. This motion was passed unanimously. Attorney Braun discussed legal matters with the Mayor and Council members. Councilman Stevens made the motion to return to regular session. Councilman Woods seconded the motion. Councilman Clancy made the motion requesting Attorney Richard Braun to initiate mediation with the Liberty County Industrial Authority on payments for sewer charges. Councilman Woods seconded the motion. This motion passed unanimously.
